The MAGA-controlled General Assembly has transformed a bill intended to assist hurricane victims in western North Carolina into yet another power grab designed to weaken the authority of Gov-Elect Josh Stein and his administration. It’s the hurried last gasp of a Republican majority that will lose its veto-proof status next month.
In his veto message, Gov. Roy Cooper called Senate Bill 382 “a sham.” He noted, “This legislation …violates the constitution by taking appointments away from the next Governor for the Board of Elections, Utilities Commission and Commander of the NC Highway Patrol, letting political parties choose appellate judges and interfering with the Attorney General's ability to advocate for lower electric bills for consumers.” Democracy NC has provided a digest of the outrageous bill.
The Senate has already voted to override Gov. Roy Cooper’s veto. But the House must also act for the proposal to become law, and that vote will take place on Dec. 11. So please take a moment to contact our elected representatives, Reps Frank Iler and Charlie Miller. Let them know you support Gov. Cooper’s veto and urge them to vote against the proposed override.
The NC Democratic Party has provided the following guidance to fight back against SB 382:
GATHER IN RALEIGH:
Monday 12/9 @ 5:30pm: Join Bishop William Barber II in Raleigh for a Moral Monday Mass People's Assembly
Wednesday 12/11 @ time tbd: Pack the NC House Gallery
CONTACT LEGISLATORS:
Thank Republican Representatives Clampitt, Pless, and Gillespie for voting against the legislation the first time, and encourage them to uphold Governor Cooper's veto in the State House when it gets there.

SB 382 SAMPLE PHONE SCRIPT, COURTESY OF NC CD 11 DEMS:
Hi, my name is [Your Name], and I’m a constituent from [Your City or County].
I’m asking [Representative’s Name] to uphold Governor Cooper’s veto of Senate Bill 382. While disaster relief is urgently needed, this bill doesn’t provide the immediate, targeted assistance our neighbors in Western North Carolina need to recover. I’m asking you to uphold the veto so a better bill can be presented—one that prioritizes critical support like rental assistance, small business aid, and homeowner relief.
